Fees and Refund Policy

The Faculty of Information & Communication Technologies is committed to ensure flexibility for students experiencing changing circumstances and/or financial difficulties. The following policy outlines the key dates for students to submit forms to take leave of absence or withdraw from a subject if they wish to avoid liability for all, or part of the fees. Students experiencing financial difficulties are strongly encouraged to contact the Faculty of Information & Communication Technology, (Swinburne University) or the Vocational Training Council (Hong Kong) for alternative payment options, or an extension of the due date. Such requests are considered on a case-by-case basis.

1. General

1.1 This policy applies to students enrolled in the BSc(IT) Program offered by the Faculty of Information & Communication Technology in Hong Kong.

1.2 All fees are set and reviewed annually by the Faculty of Information & Communication Technology.

1.3 Unless otherwise stated, all other Swinburne general policies and procedures are applicable.



2. Fee Calculation

2.1 The tuition fee for 2005/2006 is set at HK$6,000 per subject.
The following fees should be made payable by cheque to the Vocational Training Council:

  • A one-off application fee of HK$150 is payable in Hong Kong dollars upon application for admission to the program.
  • A one-off enrolment fee of HK$3,000 should be made payable in Australian dollars upon first enrolment in the program.
  • Tuition fees of HK$6,000 per subject should be made payable upon enrolment of each subject.

2.2 On lodgement of the application, students are required to pay a non-refundable application fee of HK$150 made payable by bank draft or cheque to the Vocational Training Council (VTC), Hong Kong.

2.3 On acceptance of an offer in the Program, students are required to pay a non-refundable program enrolment fee of AU$500 made payable by bank draft to the VTC. This enrolment fee entitles the student to complete the Program within a maximum period of up to three years, after which students would be required to re-enrol in the Program and would be subject to new application, enrolment and subject fees.

2.4 Students must commence their first subject within one year from the Program enrolment date. Failure to do so will result in exclusion from the Program and forfeiture of enrolment fees.

2.5 Students are required to pay by subject. Students must pay a subject fee of AU$1200 within one month prior the commencement of each subject.

2.6 Students who fail any subject will need to repeat the subject and pay the subject fee of AU$1200.

3. Payment of Fees

3.1 By accepting an offer of study at the Faculty of Information & Communication Technology, a student is entering into a contract to pay the fees by the census due date outlined in the letter of offer.

3.2 To secure a place in the Program and each subject, all students are required to pay the fees by the due date stated in the letter of offer.

3.3 Fees should be paid directly to the Vocational Training Council (VTC) by bank draft in the appropriate currency. Enrolment and subject fees are payable in Australian dollars (AUD). The application fee is payable in Hong Kong dollars (HKD)

3.4 Students granted a 'Leave of Absence' from the program based on medical grounds, and in accordance with current Swinburne policies, will automatically have their subject fee deferred, less an administrative fee of AU$200. The Faculty of Information & Communication Technology will hold the balance of fees until recommencement of the Program.

4. Failure to Pay by the Due Date

4.1 Students who fail to pay the required subject fee by the due date stated in their letter of offer, will have their offer of place in the program withdrawn.

4.2 After the due date, the offer will be subject to the availability of places in each subject and a late surcharge of AU$200 will be charged.

4.3 No subject fee payments will be accepted after the commencement of each subject, unless approved by the Program Manager.

4.4 Students who experience difficulties in paying by the due date are encouraged to contact the Program Administrator in writing to arrange, where possible, an alternative payment option.

5. Variations to Enrolment

As the Faculty incurs substantial administrative costs prior to the commencement of classes, the following policy applies to variations in enrolment, including leave of absence, withdrawal from the Program or any subjects. The onus is upon the student to ensure that the appropriate administrative forms are completed, signed and lodged with the VTC office by the dates outlined in this policy.


5.1 General

5.1.1. Funds paid by bank draft must have been cleared.

5.1.2. All prior debts to Swinburne must have been paid or any outstanding amounts will be deducted from the refund.


5.2 Refunds

5.2.1. The application fee is normally non-refundable.

5.2.2. In the event that an offer of a place in the Program is withdrawn or the Faculty of Information & Communication Technology is unable to provide the Program at the specified date, a full refund of the enrolment fee will be payable within one month of the withdrawal of the offer or of the decision not to offer the program.

5.2.3. In the event that a student withdraws from the Program before attempting their first subject, a refund of enrolment fee less AU$200 administrative fee will be payable, after which no refund of enrolment fee will be payable.

5.2.4. In the event that an offer of a place in a subject is withdrawn or the Faculty of Information & Communication Technology is unable to offer that subject at the specified date, a full refund of the subject fee will be payable within one month of the withdrawal of the offer or of the decision not to offer the subject.

5.2.5. In the event that a student withdraws from a subject two weeks prior to the commencement of that subject, a refund of the subject fee less AU$200 administrative fee will be payable, after which the subject fee is non-refundable and non-transferable to another subject or the same subject offered on different dates.

5.2.6. Students who fail a subject by a narrow margin will be entitled to apply for a supplementary examination. The Program Manager will grant supplementary examinations on a case-by-case basis. Students granted a supplementary examination would re-sit the examination at their own cost.
